Based on the youth- to- youth approach and on an adaptation of the PASSA methodologies (Participatory Approach for Safe Housing sensitization designed by the International Federation of the Red Cross-IFRC and promoted by Habitat for Humanity International- HFHI), the new tool designed especially for ages 15 to 17 years, will allow youth groups, mainly in urban areas, organized and trained in facilitating it, raise awareness on habitat-related risks among their peers and families, prioritize mitigation measures, build action plans, learn to evaluate and plan proactively, negotiate with local governments and channel resources of local, national and international partners for the construction of housing and disaster resilient communities under the premise that ‘any group of young people should be able to dream about their future with the best enabling tools of their present.
The PASSAYouth initiative is managed by global shelter advisors from IFRC (the world's largest humanitarian network that reaches 150 million people in 190 National Societies through the work of over 14 million volunteers) and HFHI (a global nonprofit housing organization working in nearly 1400 communities across the US and 70 countries around the world). PASSA Youth has been created to support young people and their organisations and enable them to play an active role in their communities and reducing the shelter & habitat risks they face. After large-scale disasters in Haiti, the Philippines and Nepal, PASSA has become the industry-leading method adopted by many other agencies, and promoted by the Red Cross National Societies worldwide.
